Nobody wants to rebuild a pool because of a storm. But if a hurricane already made the decision for you, the rebuild carries one genuine advantage: you get to design against everything the last storm just taught you about your specific lot. Where the surge came in. Where the water sat. What failed first. Most waterfront pools in Tampa Bay were built to the standards — and the flood maps — of their decade. A 2026 rebuild does not have to inherit any of those assumptions. Here is what storm-smart actually means when we design a waterfront pool in Pinellas or Hillsborough.
Start at the seawall, not the pool
On a true waterfront lot, the seawall is the foundation of everything behind it — including the pool. Surge events undermine seawalls by scouring the soil behind them, and a compromised wall means the ground your pool and deck sit on is slowly migrating toward the bay. Rebuilding a pool behind a failing seawall is pouring money onto moving ground. The sequence is non-negotiable: marine contractor first, pool contractor second, and the two scopes coordinated so the pool’s engineering accounts for the wall’s tieback zone and setbacks. When we design near a seawall, the shell’s structural engineering explicitly accounts for that proximity — on some lots that means deeper footings or pilings; on all of them it means a soils report rather than an assumption.
Rebuild order on a waterfront lot: seawall, then drainage, then pool, then deck, then enclosure. Every time this order runs backwards, somebody pays for part of the project twice.
Put the equipment pad above the next flood, not the last one
If surge took your equipment once, the single highest-return change in the entire rebuild is where the new pad goes. Equipment set at grade because “that is where the old pad was” is a decision to buy pumps twice. On a rebuild we look at the FEMA flood elevation for the lot and the actual 2024 high-water marks — which on parts of the Pinellas coast were the more honest number — and get the pad above them: a poured elevated pad, a mounted rack, or relocating the equipment to the highest workable corner of the lot entirely. Modern variable-speed pumps are quiet enough that the old “hide it at the low side yard” logic no longer applies.
- Elevate above flood elevation — pad height is the cheapest flood insurance you will ever buy, and in flood zones, current code may require it anyway on replacement.
- Spec for salt air, not just salt water — on the coast, equipment corrodes from the outside on ordinary Tuesdays. - Make it disconnectable — unions and quick-disconnects on the plumbing, a dedicated breaker, and a layout where a homeowner can power down and, if warranted, pull key components in under an hour before a storm.

Build the shell for the water table you actually have
The gunite shell is already the storm-proof part of the system — steel-reinforced concrete does not blow away. What a coastal rebuild adds is protection against the failure mode that actually kills shells: hydrostatic pressure from below. Every pool we build in a high-water-table area gets hydrostatic relief protection in the main drain sump, which lets groundwater push into the pool instead of pushing the pool out of the ground — the mechanism that pops drained and low pools after floods. On lots where the soils report calls for it, that is paired with a dewatering plan for construction and, near seawalls, deepened structural sections. None of this is visible in the finished pool. All of it is the difference the next time the ground is saturated.
Deck and drainage: give the water somewhere to go
Storm damage to decks is really drainage damage — water that had nowhere to go except under the pavers, taking the fill with it. A rebuild is the moment to solve it structurally: compacted, properly graded base under a paver deck (pavers also happen to be the most repairable surface after the next storm — you re-lay a section instead of demolishing a slab), deck drains that daylight somewhere deliberate, and on tight lots, engineered retention. Pinellas and Tampa impervious-coverage rules apply to rebuilds too, and the modern answer is often an underground retention system that stores the deck’s runoff below grade instead of shipping the problem to your neighbor.
Enclosures: spec the frame to today’s wind map
Screen enclosures get rebuilt more than any other part of a coastal pool, and the mistake is replacing like-for-like. Current Florida Building Code wind-load engineering — heavier framing members, closer fastener schedules, engineered footings tied into the deck — is a meaningful upgrade over what most 1990s and 2000s cages were permitted under. Panels are still designed to give way in extreme wind so the frame survives; that is a feature, and re-screening after a storm is a maintenance cost, not a failure. What you are buying with a current-code frame is that the aluminum stays standing and square, so the storm costs you screen instead of structure. If the enclosure is also your code-required safety barrier, its replacement timeline matters — plan it with the pool scope, not after.
The pre-storm routine your rebuilt pool should be designed for
A storm-smart pool makes the 48-hours-before checklist short and the week-after easy. For the record, the checklist we give every coastal client: do not drain the pool (lowering a few inches below the skimmer is the maximum, and only to keep deck drainage working); power down the equipment at the breaker or from the app; add a shock dose and run the pump one last cycle before shutdown; clear the deck of everything that can fly — furniture, umbrellas, toys, potted plants; and do not cover the pool, because covers become sails and debris is easier to remove than a shredded cover. After the storm: debris out, power stays off until the pad is inspected, chemistry rebalanced before the first swim.
The storm doesn’t decide what it costs you. The design does. Two identical storms hit two identical lots — the difference between a re-screen and a rebuild is almost always decisions someone made years earlier.

A pool in saturated ground relies on the weight of its water to resist hydrostatic pressure; a drained shell can crack or float. Power the equipment down, clear the deck, and leave the water in.
